The Story

It was introduced on February 11, 1999 and referred to the Senate Wildlife and Recreation committee. The committee held a public hearing on March 31, 1999. The committee recommended that the Senate pass it. On April 8, 1999 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House and was referred to the House Wildlife and Marine Resources committee. The committee held a public hearing on April 20, 1999. The majority of the committee recommended that the House pass it with changes unanimously, 14–0, and the report was placed on the consent calendar. On April 29, 1999 the House voted to pass it with changes. The bill was enrolled on May 20, 1999 — the final check of the text before it goes to the governor. The governor signed it on May 28, 1999, making it Chapter 78 of the session laws. It took effect on May 28, 1999. The committee held work sessions on September 7, 1999, September 14, 1999, September 21, 1999 and October 6, 1999.
