On April 1, 1999 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House on April 1, 1999 and was referred to the House Education committee. The committee held a public hearing on April 27, 1999. The committee held work sessions on May 4, 1999 and May 5, 1999. The majority of the committee recommended that the House pass it by a vote of 16–1, and the report was placed on the consent calendar. On May 20, 1999 the House voted to pass it.
