It was introduced on January 28, 1999 and referred to the Senate Judiciary committee. The committee held a public hearing on March 24, 1999. The committee recommended that the Senate pass it. On April 1, 1999 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House on April 1, 1999 and was referred to the House Transportation committee. The committee held a public hearing on April 13, 1999. The majority of the committee recommended that the House pass it unanimously, 16–0, and the report was placed on the consent calendar. On May 13, 1999 the House voted to pass it. The bill was enrolled on May 20, 1999 — the final check of the text before it goes to the governor. The governor signed it on May 28, 1999, making it Chapter 79 of the session laws. It took effect on January 1, 2000.
