The Story

It was introduced on January 28, 1999 and referred to the Senate Insurance committee. The committee held a public hearing on February 16, 1999. It crossed to the House on April 1, 1999 and was referred to the House Finance committee. The committee recommended that the Senate pass it. The committee held public hearings on June 9, 1999 and June 21, 1999. The majority of the committee recommended that the House pass it unanimously, 15–0. On June 29, 1999 the House voted to pass it on a voice vote. The bill was enrolled on July 1, 1999 — the final check of the text before it goes to the governor. The governor signed it on July 12, 1999, making it Chapter 271 of the session laws. It took effect on January 1, 2000.
