The Story
It was introduced on January 28, 1999 and referred to the House Science, Technology and Energy committee. The committee held a public hearing on March 3, 1999. The committee held work sessions on March 24, 1999, March 30, 1999, April 20, 1999 and May 11, 1999. The majority of the committee recommended that the House pass it with changes unanimously, 15–0, and the report was placed on the consent calendar. On May 13, 1999 the House voted to pass it with changes. It crossed to the Senate on May 27, 1999 and was referred to the Senate Public Affairs committee. The committee held a public hearing on June 9, 1999. The committee recommended that the Senate pass it. On June 17, 1999 the Senate voted to pass it on a voice vote and ordered it to a third reading. On June 23, 1999 the House voted to pass it. The bill was enrolled on June 29, 1999 — the final check of the text before it goes to the governor — and an enrolled bill amendment (1797) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on July 6, 1999, making it Chapter 188 of the session laws.
