It was introduced on January 6, 1999 and referred to the House Commerce committee. The committee held a public hearing on January 13, 1999. The majority of the committee recommended that the House pass it unanimously, 16–0, and the report was placed on the consent calendar. On March 25, 1999 the House voted to pass it. It crossed to the Senate on April 14, 1999 and was referred to the Senate Insurance committee. The committee held a public hearing on May 3, 1999. The committee recommended that the Senate pass it. On June 8, 1999 the Senate voted to pass it on a voice vote and ordered it to a third reading. The bill was enrolled on June 22, 1999 — the final check of the text before it goes to the governor.
