The Story
It was introduced on January 6, 1999 and referred to the House Election Law committee. The committee held a public hearing on January 14, 1999. The committee held a work session on February 11, 1999. The majority of the committee recommended that the House pass it with changes unanimously, 12–0, and the report was placed on the consent calendar. On March 18, 1999 the House voted to pass it with changes. It crossed to the Senate on March 30, 1999 and was referred to the Senate Public Affairs committee. The committee held a public hearing on April 21, 1999. The committee recommended that the Senate pass it. On April 29, 1999 the Senate voted to pass it on a voice vote and ordered it to a third reading. The bill was enrolled on May 6, 1999 — the final check of the text before it goes to the governor. The governor signed it on May 11, 1999, making it Chapter 31 of the session laws. It took effect on July 10, 1999.
