It was introduced on March 18, 1999 and referred to the House Municipal and County Government committee. The committee held a public hearing on April 13, 1999. The majority of the committee recommended that the House pass it unanimously, 16–0, and the report was placed on the consent calendar. On April 22, 1999 the House voted to pass it. It crossed to the Senate on April 29, 1999 and was referred to the Senate Public Affairs committee. The committee held a public hearing on May 12, 1999. The committee recommended that the Senate pass it. On May 18, 1999 the Senate voted to pass it on a voice vote and ordered it to a third reading.
