It was introduced on February 16, 1999 and referred to the House Municipal and County Government committee. The committee held public hearings on March 16, 1999, March 23, 1999 and April 20, 1999. The majority of the committee recommended that the House pass it with changes unanimously, 15–0, and the report was placed on the consent calendar. On April 29, 1999 the House voted to pass it with changes. It crossed to the Senate on April 29, 1999 and was referred to the Senate Environment committee. The committee held public hearings on May 20, 1999 and June 3, 1999. The committee recommended that the Senate pass it. On June 8, 1999 the Senate voted to pass it on a voice vote and ordered it to a third reading. The bill was enrolled on June 17, 1999 — the final check of the text before it goes to the governor.
