The Story
It was introduced on February 16, 1999 and referred to the House Criminal Justice and Public Safety committee. The committee held a public hearing on March 16, 1999. The committee held work sessions on March 23, 1999, March 30, 1999, March 31, 1999, April 6, 1999, April 7, 1999, April 14, 1999 and April 20, 1999. The majority of the committee recommended that the House pass it with changes by a vote of 12–1, and the report was placed on the consent calendar. The bill was taken off the consent calendar on May 13, 1999. On May 13, 1999 the House adopted “Moved to May 20 without objection”. The committee's amendment (0954) was adopted on a voice vote on May 20, 1999, changing the text of the bill. On May 20, 1999 the House failed “Spec Order” on a roll call 145–190. On May 20, 1999 the House voted to pass it with changes on a roll call 277–70. It crossed to the Senate on May 27, 1999 and was referred to the Senate Judiciary committee. The committee held a public hearing on June 16, 1999. The committee recommended that the Senate pass it. On June 24, 1999 the Senate voted to pass it on a voice vote and ordered it to a third reading. The bill was enrolled on July 1, 1999 — the final check of the text before it goes to the governor. The governor signed it on July 9, 1999, making it Chapter 240 of the session laws. It took effect on January 1, 2000.
