It was introduced on February 16, 1999 and referred to the House Wildlife and Marine Resources committee. The committee held a public hearing on March 8, 1999. The majority of the committee recommended that the House pass it unanimously, 15–0, and the report was placed on the consent calendar. On March 18, 1999 the House voted to pass it. It crossed to the Senate on March 30, 1999 and was referred to the Senate Wildlife and Recreation committee. The committee held a public hearing on April 21, 1999. The committee recommended that the Senate pass it. On April 29, 1999 the Senate voted to pass it on a voice vote and ordered it to a third reading.
