The committee held a work session on March 16, 1999. The majority of the committee recommended that the House pass it with changes by a vote of 13–5. On April 1, 1999 the House voted to pass it with changes on a roll call 207–145, then referred it on to the House Finance committee. The committee held work sessions on April 7, 1999, April 20, 1999 and May 28, 1999. The majority of the committee recommended that the House pass it with changes unanimously, 17–0. A floor amendment (1731), offered by Rep R Nowe, was adopted on a voice vote on June 23, 1999, changing the text of the bill. On June 23, 1999 the House voted to pass it with changes on a roll call 183–103. It crossed to the Senate on July 1, 1999 and was referred to the Senate Wildlife and Recreation committee. The committee held a public hearing on September 7, 1999. The committee recommended that the Senate pass it. On November 3, 1999 the Senate voted to lay it on the table on a voice vote. On November 3, 1999 the Senate adopted “Remove from Table” on a voice vote. On November 3, 1999 the Senate voted to pass it on a voice vote. On November 3, 1999 the Senate adopted “OT3rdg” on a roll call 16–6 and ordered it to a third reading. The bill was enrolled on November 3, 1999 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2238) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on November 18, 1999, making it Chapter 344 of the session laws. It took effect on November 18, 1999.
