The Story

It was introduced on February 16, 1999 and referred to the House Transportation committee. The committee held a public hearing on March 16, 1999. The committee held work sessions on March 24, 1999, March 31, 1999 and April 6, 1999. The majority of the committee recommended that the House pass it with changes unanimously, 19–0, and the report was placed on the consent calendar. On April 22, 1999 the House voted to pass it with changes, then referred it on to the House Finance committee. The majority of the committee recommended that the House pass it unanimously, 22–0, and the report was placed on the consent calendar. On May 13, 1999 the House voted to pass it. It crossed to the Senate on May 27, 1999 and was referred to the Senate Transportation committee. The committee held a public hearing on June 15, 1999. The committee recommended that the Senate pass it. On June 29, 1999 the Senate voted to pass it on a voice vote and ordered it to a third reading. The bill was enrolled on July 1, 1999 — the final check of the text before it goes to the governor. The governor signed it on July 12, 1999, making it Chapter 265 of the session laws. It took effect on September 10, 1999.
