The Story

It was introduced on February 16, 1999 and referred to the House Executive Departments and Administration committee. The committee held a public hearing on March 11, 1999. The majority of the committee recommended that the House pass it with changes (amendment 1) unanimously, 14–0, and the report was placed on the consent calendar. On April 14, 1999 the House voted to pass it with changes. It crossed to the Senate on April 20, 1999 and was referred to the Senate Energy and Economic Development committee. The committee held a public hearing on May 4, 1999. The committee recommended that the Senate pass it. On May 6, 1999 the Senate voted to pass it on a voice vote and ordered it to a third reading. The bill was enrolled on May 13, 1999 — the final check of the text before it goes to the governor. The governor signed it on May 21, 1999, making it Chapter 60 of the session laws.
