The committee held a public hearing on June 7, 1999. The majority of the committee recommended that the House pass it with changes by a vote of 20–1. On June 9, 1999 the House voted to pass it with changes on a voice vote. It crossed to the Senate on June 14, 1999 and was referred to the Senate Finance committee. The committee held a public hearing on June 25, 1999. The committee recommended that the Senate pass it. On June 29, 1999 the Senate voted to send it back to committee on a voice vote. On June 29, 1999 the Senate adopted “reconsideration” on a voice vote. A floor amendment (1884), offered by Sen. McCarley, was adopted on a voice vote on June 29, 1999, changing the text of the bill. On June 29, 1999 the House voted to reject the other chamber's changes. On June 29, 1999 the House adopted “Susp Rules for C of C mtg & Rept” on a voice vote. On June 29, 1999 the Senate adopted “Senate Accedes to req Committee of Conference” on a voice vote, on a motion by Sen. Hollingworth. A committee of conference met on June 30, 1999 to try to settle the differences between the two chambers' versions of the bill. On July 1, 1999 the Senate adopted “Conf Comm Report” on a voice vote, on a motion by Sen. McCarley. On July 1, 1999 the House adopted “Conf Comm Report” on a division vote 187–101. The bill was enrolled on July 1, 1999 — the final check of the text before it goes to the governor. The governor signed it on July 16, 1999, making it Chapter 303 of the session laws. It took effect on July 1, 1999.
