It was introduced on February 16, 1999 and referred to the House Executive Departments and Administration committee. The committee held a public hearing on March 11, 1999. The majority of the committee recommended that the House pass it unanimously, 15–0, and the report was placed on the consent calendar. On March 30, 1999 the House voted to pass it. It crossed to the Senate on April 14, 1999 and was referred to the Senate Energy and Economic Development committee. The committee held a public hearing on April 27, 1999. The committee recommended that the Senate pass it. On May 6, 1999 the Senate voted to pass it on a voice vote and ordered it to a third reading.
