The Story

It was introduced on January 6, 1999 and referred to the House Children and Family Law committee. The committee held a public hearing on January 19, 1999. The committee held work sessions on January 27, 1999, February 3, 1999, February 11, 1999, March 8, 1999 and March 10, 1999. The majority of the committee recommended that the House pass it with changes unanimously, 15–0. On March 18, 1999 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 30, 1999 and was referred to the Senate Judiciary committee. The committee held a public hearing on April 28, 1999. On May 6, 1999 the Senate adopted “Sen. J. King Suspended Rules (Committee report Not In Senate Calendar)” on a voice vote. A floor amendment (1095), offered by Sen. Pignatelli, was adopted on a voice vote on May 6, 1999, changing the text of the bill. On May 13, 1999 the House voted to reject the other chamber's changes on a voice vote. On May 18, 1999 the Senate adopted “Senate Accedes With House Request Conf. Committee” on a voice vote, on a motion by Sen. Pignatelli. A committee of conference met on May 25, 1999 and May 26, 1999 to try to settle the differences between the two chambers' versions of the bill. On June 8, 1999 the Senate adopted “Conference Report Adopted” on a voice vote. On June 16, 1999 the House adopted “Conf Comm Report” on a voice vote. The bill was enrolled on June 17, 1999 — the final check of the text before it goes to the governor. The governor signed it on June 18, 1999, making it Chapter 133 of the session laws. It took effect on June 18, 1999.
