The Story
It was introduced on February 16, 1999 and referred to the House State-Federal Relations and Veterans Affairs committee. The committee held a public hearing on March 24, 1999. The majority of the committee recommended that the House pass it by a vote of 18–1, and the report was placed on the consent calendar. On June 9, 1999 the House voted to pass it. It crossed to the Senate on June 14, 1999 and was referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on June 22, 1999. The committee recommended that the Senate pass it. On June 24, 1999 the Senate voted to pass it on a voice vote and ordered it to a third reading. The bill was enrolled on July 1, 1999 — the final check of the text before it goes to the governor. The governor signed it on July 16, 1999, making it Chapter 300 of the session laws. It took effect on July 16, 1999.
