The Story
It was introduced on February 16, 1999 and referred to the House Municipal and County Government committee. The committee held a public hearing on March 10, 1999. The majority of the committee recommended that the House pass it unanimously, 15–0, and the report was placed on the consent calendar. On March 25, 1999 the House voted to pass it. It crossed to the Senate on April 14, 1999 and was referred to the Senate Public Affairs committee. The committee held a public hearing on April 28, 1999. The committee recommended that the Senate pass it. On May 6, 1999 the Senate voted to pass it on a voice vote and ordered it to a third reading. On June 9, 1999 the House voted to reject the other chamber's changes. On June 22, 1999 the Senate adopted “Senator Trombly accedes to request for Conf Comm” on a voice vote. A committee of conference met on June 28, 1999 to try to settle the differences between the two chambers' versions of the bill. On July 1, 1999 the House adopted “Conf Comm Report” on a voice vote. On July 1, 1999 the Senate adopted “Conf Comm Report” on a voice vote, on a motion by Sen. Trombly. The bill was enrolled on July 1, 1999 — the final check of the text before it goes to the governor. The governor signed it on July 12, 1999, making it Chapter 262 of the session laws. It took effect on September 10, 1999.
