It was introduced on February 10, 1999 and referred to the House Municipal and County Government committee. The committee held a public hearing on March 10, 1999. It crossed to the Senate on April 14, 1999 and was referred to the Senate Public Affairs committee. The committee held a public hearing on April 28, 1999. The committee recommended that the Senate pass it. On May 27, 1999 the Senate voted to pass it on a voice vote and ordered it to a third reading.
