The Story
It was introduced on January 6, 1999 and referred to the House Children and Family Law committee. The committee held a public hearing on January 19, 1999. The majority of the committee recommended that the House pass it unanimously, 17–0, and the report was placed on the consent calendar. On February 16, 1999 the House voted to pass it. It crossed to the Senate on February 18, 1999 and was referred to the Senate Judiciary committee. The committee held a public hearing on April 28, 1999. The committee recommended that the Senate pass it. On May 6, 1999 the Senate voted to pass it on a voice vote and ordered it to a third reading. The bill was enrolled on May 13, 1999 — the final check of the text before it goes to the governor. The governor signed it on May 21, 1999, making it Chapter 40 of the session laws. It took effect on July 20, 1999.
