The majority of the committee recommended that the House pass it unanimously, 24–0. On April 1, 1999 the House voted to pass it on a voice vote. It crossed to the Senate on April 14, 1999 and was referred to the Senate Ways and Means committee. The committee held a public hearing on May 21, 1999. The committee recommended that the Senate pass it. On October 19, 1999 the Senate voted to lay it on the table on a voice vote.
