The Story
It was introduced on January 28, 1999 and referred to the House Public Works and Highways committee. The committee held a public hearing on March 17, 1999. The majority of the committee recommended that the House pass it (amendment 2) by a vote of 15–1, and the report was placed on the consent calendar. On April 14, 1999 the House voted to pass it. It crossed to the Senate on April 20, 1999 and was referred to the Senate Transportation committee. The committee held a public hearing on May 18, 1999. The committee recommended that the Senate pass it. On May 27, 1999 the Senate voted to pass it on a voice vote and ordered it to a third reading. On June 9, 1999 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on June 18, 1999 — the final check of the text before it goes to the governor. The governor signed it on June 25, 1999, making it Chapter 145 of the session laws. It took effect on August 24, 1999.
