The Story

It was introduced on January 28, 1999 and referred to the House Criminal Justice and Public Safety committee. The committee held public hearings on March 3, 1999 and March 17, 1999. The majority of the committee recommended that the House pass it with changes (amendment 1) by a vote of 16–1, and the report was placed on the consent calendar. On April 14, 1999 the House voted to pass it with changes, then referred it on to the House Finance committee. The majority of the committee recommended that the House pass it unanimously, 23–0, and the report was placed on the consent calendar. The bill was taken off the consent calendar on June 22, 1999. On June 22, 1999 the House voted to pass it on a roll call 234–85. It crossed to the Senate on July 1, 1999 and was referred to the Senate Judiciary committee. The committee held a public hearing on September 8, 1999. The committee recommended that the Senate pass it. On October 19, 1999 the Senate voted to pass it on a voice vote and ordered it to a third reading. On October 22, 1999 the Senate adopted “Enrolled Bill Amendment” on a voice vote. The bill was enrolled on November 3, 1999 — the final check of the text before it goes to the governor. The governor signed it on November 3, 1999, making it Chapter 336 of the session laws. It took effect on November 3, 1999.
