HB 527 (1999)

relative to the duties of the public utilities commission.

  • Status: Vetoed, override failed
  • Term: 1999-2000
  • House committee: Science, Technology and Energy
  • Senate committee: Executive Departments and Administration
  • Subject: Energy and Utilities

The Story

It was introduced on January 28, 1999 and referred to the House Science, Technology and Energy committee. The committee held a public hearing on February 9, 1999. The committee held work sessions on February 17, 1999, March 10, 1999, March 24, 1999, March 30, 1999 and April 7, 1999. The majority of the committee recommended that the House pass it with changes (amendment 2) unanimously, 19–0, and the report was placed on the consent calendar. On April 14, 1999 the House voted to pass it with changes. It crossed to the Senate on April 20, 1999 and was referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on May 25, 1999. The committee recommended that the Senate pass it. On June 8, 1999 the Senate voted to pass it on a voice vote and ordered it to a third reading. On June 9, 1999 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on June 17, 1999 — the final check of the text before it goes to the governor. The governor vetoed it on June 25, 1999. The legislature can override a veto with a two-thirds vote in both chambers. On July 1, 1999 the House voted 19–261 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
