The Story
It was introduced on January 28, 1999 and referred to the House Transportation committee. The committee held a public hearing on March 10, 1999. The majority recommended that the House pass it with changes, and the minority recommended that the House kill it, by a vote of 12–5. On May 13, 1999 the House voted to pass it with changes on a voice vote. It crossed to the Senate on May 27, 1999 and was referred to the Senate Transportation committee. The committee held a public hearing on June 2, 1999. The committee recommended that the Senate pass it. On June 29, 1999 the Senate voted to pass it on a voice vote and ordered it to a third reading. On July 1, 1999 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on July 1, 1999 — the final check of the text before it goes to the governor. The governor signed it on July 16, 1999, making it Chapter 291 of the session laws. It took effect on September 14, 1999.
