The majority of the committee recommended that the House kill it by a vote of 12–4, and the report was placed on the consent calendar. The bill was taken off the consent calendar on March 18, 1999. On March 18, 1999 the House adopted “Recommitted to Public Works” on a voice vote. The majority of the committee recommended that the House pass it with changes by a vote of 12–2, and the report was placed on the consent calendar. On April 22, 1999 the House voted to pass it with changes, then referred it on to the House Finance committee. The majority of the committee recommended that the House pass it with changes unanimously, 23–0, and the report was placed on the consent calendar. On June 16, 1999 the House voted to pass it with changes. It crossed to the Senate on July 1, 1999 and was referred to the Senate Finance committee. The committee recommended that the Senate pass it. The committee held a public hearing on October 15, 1999. On October 19, 1999 the Senate voted to lay it on the table on a voice vote. On October 19, 1999 the Senate adopted “Remove From Table” on a voice vote and ordered it to a third reading. On October 22, 1999 the Senate adopted “Enrolled Bill Amendment” on a voice vote. The bill was enrolled on November 3, 1999 — the final check of the text before it goes to the governor. The governor signed it on November 10, 1999, making it Chapter 340 of the session laws. It took effect on November 10, 1999.
