HB 491 (1999)

relative to qualifying examinations for individuals seeking driver's licenses, and driver education course requirements.

  • Status: Signed into law
  • Term: 1999-2000
  • House committee: Transportation
  • Senate committee: Transportation
  • Subject: Motor Vehicles
  • Chapter law: 290

The Story

It was introduced on January 28, 1999 and referred to the House Transportation committee. The committee held a public hearing on March 2, 1999. The majority of the committee recommended that the House pass it with changes (amendment 1) unanimously, 16–0, and the report was placed on the consent calendar. On April 14, 1999 the House voted to pass it with changes. It crossed to the Senate on April 20, 1999 and was referred to the Senate Transportation committee. The committee held a public hearing on May 11, 1999. The committee recommended that the Senate pass it. On May 27, 1999 the Senate voted to pass it on a voice vote and ordered it to a third reading. On June 9, 1999 the House voted to reject the other chamber's changes on a voice vote. On June 22, 1999 the Senate adopted “Senator Gordon accedes to request for a Conf. Comm.” on a voice vote. A committee of conference met on June 29, 1999 to try to settle the differences between the two chambers' versions of the bill. On July 1, 1999 the House adopted “Conf Comm Report” on a roll call 211–98. On July 1, 1999 the Senate adopted “Conf Comm Report” on a voice vote, on a motion by Sen. Gordon. The bill was enrolled on July 1, 1999 — the final check of the text before it goes to the governor. The governor signed it on July 16, 1999, making it Chapter 290 of the session laws. It took effect on September 14, 1999.
