It was introduced on January 28, 1999 and referred to the House Health, Human Services and Elderly Affairs committee. The committee held a public hearing on March 2, 1999. The majority of the committee recommended that the House pass it with changes unanimously, 17–0, and the report was placed on the consent calendar. On March 25, 1999 the House voted to pass it with changes. It crossed to the Senate on April 14, 1999 and was referred to the Senate Public Institutions, Health and Human Services committee. The committee held a public hearing on May 11, 1999. The committee recommended that the Senate pass it. On May 18, 1999 the Senate voted to pass it on a voice vote and ordered it to a third reading. On June 9, 1999 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on June 17, 1999 — the final check of the text before it goes to the governor. The governor signed it on June 25, 1999, making it Chapter 144 of the session laws. It took effect on June 25, 1999.
