The Story
It was introduced on January 28, 1999 and referred to the House Education committee. The committee held a public hearing on March 2, 1999. The majority of the committee recommended that the House pass it with changes unanimously, 16–0, and the report was placed on the consent calendar. On March 25, 1999 the House voted to pass it with changes. It crossed to the Senate on April 14, 1999 and was referred to the Senate Education committee. The committee held a public hearing on April 28, 1999. The committee recommended that the Senate pass it. On May 27, 1999 the Senate voted to pass it on a voice vote and ordered it to a third reading. On June 9, 1999 the House voted to reject the other chamber's changes on a voice vote. On June 22, 1999 the Senate adopted “Senate Acceeds to Req of Conf Comm” on a voice vote. On June 29, 1999 the House adopted “Susp Rules for C of C mtg & Rept” on a voice vote. A committee of conference met on June 30, 1999 to try to settle the differences between the two chambers' versions of the bill. On July 1, 1999 the House adopted “Conf Comm Report”. On July 1, 1999 the Senate adopted “Conf Comm Report” on a voice vote, on a motion by Sen. Disnard. The bill was enrolled on July 1, 1999 — the final check of the text before it goes to the governor. The governor signed it on July 16, 1999, making it Chapter 287 of the session laws. It took effect on September 14, 1999.
