The Story
It was introduced on January 28, 1999 and referred to the House Commerce committee. The committee held a public hearing on February 9, 1999. The majority of the committee recommended that the House pass it unanimously, 18–0, and the report was placed on the consent calendar. On March 4, 1999 the House voted to pass it. It crossed to the Senate on March 23, 1999 and was referred to the Senate Banks committee. The committee held public hearings on April 7, 1999, April 14, 1999 and May 12, 1999. The committee recommended that the Senate pass it. On May 18, 1999 the Senate voted to pass it on a voice vote and ordered it to a third reading. The bill was enrolled on May 27, 1999 — the final check of the text before it goes to the governor. The governor signed it on June 3, 1999, making it Chapter 90 of the session laws. It took effect on July 1, 1999.
