It was introduced on January 28, 1999 and referred to the House Municipal and County Government committee. The committee held a public hearing on February 4, 1999. The majority of the committee recommended that the House pass it unanimously, 12–0, and the report was placed on the consent calendar. On February 16, 1999 the House voted to pass it. It crossed to the Senate on February 18, 1999 and was referred to the Senate Wildlife and Recreation committee. The committee held a public hearing on March 24, 1999. The committee recommended that the Senate pass it. On June 22, 1999 the Senate voted to pass it on a voice vote and ordered it to a third reading. The bill was enrolled on July 1, 1999 — the final check of the text before it goes to the governor. The governor signed it on July 6, 1999, making it Chapter 200 of the session laws.
