The Story
It was introduced on January 28, 1999 and referred to the House Criminal Justice and Public Safety committee. The committee held a public hearing on February 9, 1999. The committee held work sessions on March 10, 1999, March 16, 1999 and March 23, 1999. The majority of the committee recommended that the House pass it with changes by a vote of 17–1, and the report was placed on the consent calendar. On March 30, 1999 the House voted to pass it with changes. It crossed to the Senate on April 14, 1999 and was referred to the Senate Judiciary committee. The committee held a public hearing on May 19, 1999. The committee recommended that the Senate pass it. On May 27, 1999 the Senate voted to pass it on a voice vote and ordered it to a third reading. On June 9, 1999 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on June 17, 1999 — the final check of the text before it goes to the governor. The governor signed it on June 25, 1999, making it Chapter 141 of the session laws. It took effect on June 25, 1999.
