The Story

It was introduced on January 7, 1999 and referred to the House Education committee. The committee held a public hearing on March 23, 1999. The majority of the committee recommended that the House pass it by a vote of 15–6. On April 22, 1999 the House voted to pass it on a roll call 255–94. It crossed to the Senate on April 29, 1999 and was referred to the Senate Education committee. The committee held a public hearing on May 26, 1999. The committee recommended that the Senate pass it. On June 24, 1999 the Senate adopted “Senator Trombly moved it to be Special Ordered to June 29” on a voice vote. The committee recommended that the Senate pass it. On June 29, 1999 the Senate voted to pass it on a roll call 12–10. A floor amendment (1801), offered by Sen. Larsen, was adopted on a voice vote on June 29, 1999, changing the text of the bill. On June 29, 1999 the House voted to reject the other chamber's changes. On June 29, 1999 the House adopted “Susp Rules for C of C mtg & Rept” on a voice vote. On June 29, 1999 the Senate adopted “Senate Accedes to Req Conference committee” on a voice vote, on a motion by Sen. McCarley. A committee of conference met on June 30, 1999 to try to settle the differences between the two chambers' versions of the bill. On July 1, 1999 the House adopted “Conf Comm Report” on a voice vote. On July 1, 1999 the Senate adopted “Conf Comm Report” on a voice vote, on a motion by Sen. McCarley.
