The Story

It was introduced on January 7, 1999 and referred to the House Commerce committee. The committee held a public hearing on February 3, 1999. The committee held work sessions on March 23, 1999, March 31, 1999, April 13, 1999 and April 20, 1999. The majority of the committee recommended that the House pass it with changes by a vote of 12–1, and the report was placed on the consent calendar. On April 29, 1999 the House voted to pass it with changes. It crossed to the Senate on April 29, 1999 and was referred to the Senate Insurance committee. The committee held a public hearing on June 10, 1999. The committee recommended that the Senate pass it. On June 22, 1999 the Senate voted to pass it on a roll call 12–11 and ordered it to a third reading. On June 23, 1999 the House voted to reject the other chamber's changes. On June 29, 1999 the House adopted “Susp Rules for C of C mtg & Rept” on a voice vote. On June 29, 1999 the Senate adopted “Senate Accedes to Req for Conference Committee” on a voice vote, on a motion by Sen. Wheeler. A committee of conference met on June 30, 1999 to try to settle the differences between the two chambers' versions of the bill. On July 1, 1999 the House adopted “Conf Comm Report”. The bill was enrolled on July 1, 1999 — the final check of the text before it goes to the governor. The governor signed it on July 16, 1999, making it Chapter 284 of the session laws. It took effect on July 16, 1999.
