The Story

It was introduced on January 7, 1999 and referred to the House Executive Departments and Administration committee. The committee held a public hearing on February 2, 1999. The committee held work sessions on February 18, 1999, March 12, 1999 and March 29, 1999. The majority of the committee recommended that the House pass it with changes (amendment 2) unanimously, 16–0, and the report was placed on the consent calendar. The committee held a public hearing on May 18, 1999. The committee recommended that the Senate pass it. On May 27, 1999 the Senate voted to pass it on a voice vote and ordered it to a third reading.
