The majority of the committee recommended that the House pass it with changes unanimously, 13–0, and the report was placed on the consent calendar. On March 4, 1999 the House voted to pass it with changes. It crossed to the Senate on March 23, 1999 and was referred to the Senate Judiciary committee. The committee held a public hearing on May 12, 1999. The committee recommended that the Senate pass it. On May 18, 1999 the Senate voted to pass it on a voice vote and ordered it to a third reading.
