The Story
It was introduced on January 7, 1999 and referred to the House Education committee. The committee held a public hearing on January 27, 1999. The majority of the committee recommended that the House pass it with changes unanimously, 18–0, and the report was placed on the consent calendar. On February 10, 1999 the House voted to pass it with changes. It crossed to the Senate on February 11, 1999 and was referred to the Senate Education committee. The committee held a public hearing on March 10, 1999. The committee recommended that the Senate kill it. On June 17, 1999 the Senate voted to lay it on the table on a voice vote.
