The Story

It was introduced on January 7, 1999 and referred to the House Criminal Justice and Public Safety committee. The committee held a public hearing on January 27, 1999. The committee held work sessions on January 28, 1999 and February 2, 1999. The majority of the committee recommended that the House pass it with changes unanimously, 18–0, and the report was placed on the consent calendar. On March 4, 1999 the House voted to pass it with changes. It crossed to the Senate on March 23, 1999 and was referred to the Senate Judiciary committee. The committee held a public hearing on April 28, 1999. The committee recommended that the Senate pass it. On May 13, 1999 the Senate voted to lay it on the table on a voice vote. On May 18, 1999 the Senate adopted “Removed From Table” on a voice vote. A floor amendment (1258), offered by Sen. Francoeur, was adopted on a voice vote on May 18, 1999, changing the text of the bill. The Senate referred the bill to the Finance committee. The committee recommended that the Senate pass it. On June 17, 1999 the Senate voted to pass it on a voice vote and ordered it to a third reading. On June 29, 1999 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on July 1, 1999 — the final check of the text before it goes to the governor. The governor signed it on July 9, 1999, making it Chapter 230 of the session laws. It took effect on January 1, 2000.
