The Story

It was introduced on January 7, 1999 and referred to the House Education committee. The committee held a public hearing on March 2, 1999. The majority of the committee recommended that the House pass it by a vote of 12–3. On April 22, 1999 the House voted to pass it on a voice vote. It crossed to the Senate on April 29, 1999 and was referred to the Senate Education committee. The committee held a public hearing on May 19, 1999. The committee recommended that the Senate send it back to committee. On June 17, 1999 the Senate voted to pass it on a voice vote. On June 17, 1999 the Senate adopted “RC”. On June 17, 1999 the Senate adopted “OT3rdg” on a voice vote and ordered it to a third reading. On June 23, 1999 the House voted to reject the other chamber's changes. On June 29, 1999 the House adopted “Susp Rules for C of C mtg & Rept” on a voice vote. On June 29, 1999 the Senate adopted “Senate Accedes to Req for Conference Committee” on a voice vote, on a motion by Sen. McCarley. A committee of conference met on June 30, 1999 to try to settle the differences between the two chambers' versions of the bill. On July 1, 1999 the Senate adopted “Con Comm Report” on a voice vote, on a motion by Sen. McCarley. On July 1, 1999 the House adopted “Special Ordered to End of Day” on a voice vote. On July 1, 1999 the House adopted “Conf Comm Report” on a roll call 232–47. The bill was enrolled on July 1, 1999 — the final check of the text before it goes to the governor. The governor signed it on July 16, 1999, making it Chapter 281 of the session laws. It took effect on July 16, 1999.
