It crossed to the Senate on February 18, 1999 and was referred to the Senate Education committee. The committee held a public hearing on March 31, 1999. The committee recommended that the Senate pass it. On June 8, 1999 the Senate voted to pass it on a voice vote and ordered it to a third reading.
