It was introduced on January 7, 1999 and referred to the House Municipal and County Government committee. The committee held a public hearing on January 27, 1999. The committee held a work session on February 17, 1999. The majority of the committee recommended that the House pass it with changes unanimously, 16–0, and the report was placed on the consent calendar. On March 18, 1999 the House voted to pass it with changes. It crossed to the Senate on March 30, 1999 and was referred to the Senate Executive Departments and Administration committee. The committee held public hearings on April 20, 1999 and May 11, 1999. The committee recommended that the Senate pass it.
