The Story

It was introduced on January 7, 1999 and referred to the House Commerce committee. The committee held a public hearing on January 26, 1999. The committee held work sessions on February 17, 1999, April 7, 1999, April 13, 1999, April 14, 1999, May 6, 1999 and May 11, 1999. The majority of the committee recommended that the House pass it with changes by a vote of 12–2. On May 13, 1999 the House adopted “Recommitted to Commerce” on a voice vote. The committee held a work session on May 20, 1999. The majority of the committee recommended that the House pass it with changes unanimously, 17–0, and the report was placed on the consent calendar. On June 9, 1999 the House voted to pass it with changes. It crossed to the Senate on June 14, 1999 and was referred to the Senate Public Affairs committee. The committee recommended that the Senate pass it with changes. The committee held a public hearing on June 23, 1999. On June 23, 1999 the House voted to reject the other chamber's changes. On June 24, 1999 the Senate voted to pass it on a voice vote and ordered it to a third reading. On June 29, 1999 the House adopted “Susp Rules for C of C mtg & Rept” on a voice vote. On June 29, 1999 the Senate adopted “Senate Accedes to Req Conference Committee” on a voice vote, on a motion by Sen. Trombly. A committee of conference met on June 30, 1999 to try to settle the differences between the two chambers' versions of the bill. On July 1, 1999 the Senate adopted “Conf Comm Report” on a voice vote, on a motion by Sen. Trombly.
