The Story

It was introduced on February 16, 1999 and referred to the House Public Works and Highways committee. The committee met in executive session on March 30, 1999, April 6, 1999, April 13, 1999 and April 20, 1999. The majority of the committee recommended that the House pass it with changes unanimously, 19–0. On May 13, 1999 the House voted to pass it with changes on a voice vote, then referred it on to the House Finance committee. The committee held a public hearing on June 7, 1999. The majority of the committee recommended that the House pass it with changes unanimously, 15–0. On June 22, 1999 the House adopted “Moved to June 23 session, without objection”. On June 23, 1999 the House voted to pass it with changes on a roll call 273–18. On June 23, 1999 the House voted to reject the other chamber's changes. On June 24, 1999 the Senate adopted “Susp. Rules for Introduction”, on a motion by Sen. Larsen. On June 24, 1999 the Senate voted to pass it. On June 29, 1999 the Senate adopted “Senate Acceeds to Req of Conference Committee” on a voice vote, on a motion by Sen. Larsen. A committee of conference met on June 29, 1999 and June 30, 1999 to try to settle the differences between the two chambers' versions of the bill. On July 1, 1999 the House adopted “Conf Comm Report” on a voice vote. On July 1, 1999 the Senate adopted “Conf Comm Report” on a voice vote, on a motion by Sen. D'Allesandro. The bill was enrolled on July 1, 1999 — the final check of the text before it goes to the governor. The governor signed it on July 9, 1999, making it Chapter 226 of the session laws. It took effect on June 30, 1999.
