The Story
It was introduced on January 7, 1999 and referred to the House Resources, Recreation and Development committee. The committee held a public hearing on January 19, 1999. The majority of the committee recommended that the House pass it with changes unanimously, 13–0, and the report was placed on the consent calendar. On February 10, 1999 the House voted to pass it with changes. It crossed to the Senate on February 11, 1999 and was referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on March 23, 1999. The committee recommended that the Senate pass it. On March 25, 1999 the Senate voted to pass it on a voice vote and ordered it to a third reading. The bill was enrolled on March 30, 1999 — the final check of the text before it goes to the governor. The governor signed it on April 5, 1999, making it Chapter 8 of the session laws. It took effect on June 4, 1999.
