On May 13, 1999 the Senate voted to pass it on a voice vote and ordered it to a third reading. On June 8, 1999 the Senate adopted “Division”. On June 8, 1999 the Senate voted to lay it on the table on a voice vote. On June 17, 1999 the Senate adopted “Remove From Table” on a voice vote and ordered it to a third reading. The bill was enrolled on June 24, 1999 — the final check of the text before it goes to the governor. The bill was enrolled on June 29, 1999 — the final check of the text before it goes to the governor. The governor signed it on July 6, 1999, making it Chapter 193 of the session laws. It took effect on July 1, 1999.
