It was introduced on January 7, 1999 and referred to the House Municipal and County Government committee. The committee held public hearings on January 21, 1999 and February 3, 1999. The majority of the committee recommended that the House pass it with changes unanimously, 12–0, and the report was placed on the consent calendar. On February 16, 1999 the House voted to pass it with changes. It crossed to the Senate on February 18, 1999 and was referred to the Senate Transportation committee. The committee held a public hearing on April 13, 1999. The committee recommended that the Senate pass it. On April 20, 1999 the Senate voted to pass it on a voice vote and ordered it to a third reading. The bill was enrolled on April 22, 1999 — the final check of the text before it goes to the governor.
