The Story
It was introduced on January 7, 1999 and referred to the House Wildlife and Marine Resources committee. The committee held a public hearing on January 27, 1999. The majority recommended that the House pass it, and the minority recommended that the House kill it, by a vote of 12–7. On February 10, 1999 the House voted to pass it on a roll call 223–115. It crossed to the Senate on February 11, 1999 and was referred to the Senate Wildlife and Recreation committee. The committee held a public hearing on March 29, 1999. The committee recommended that the Senate pass it. On April 30, 1999 the Senate voted to lay it on the table on a voice vote. On May 6, 1999 the Senate adopted “Sen. F. King Removed From Table” on a voice vote. A floor amendment (1094), offered by Sen. F. King, was adopted on a roll call 14–9 on May 6, 1999, changing the text of the bill. On May 13, 1999 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on May 25, 1999 — the final check of the text before it goes to the governor. The governor signed it on June 1, 1999, making it Chapter 80 of the session laws. It took effect on July 31, 1999.
