The Story
It was introduced on January 6, 1999 and referred to the House Election Law committee. The committee held a public hearing on January 19, 1999. The majority of the committee recommended that the House pass it unanimously, 14–0, and the report was placed on the consent calendar. On February 10, 1999 the House voted to pass it. It crossed to the Senate on February 11, 1999 and was referred to the Senate Public Affairs committee. The committee held a public hearing on March 31, 1999. The committee recommended that the Senate pass it. On April 8, 1999 the Senate voted to pass it on a voice vote and ordered it to a third reading. The bill was enrolled on April 14, 1999 — the final check of the text before it goes to the governor. The governor signed it on April 19, 1999, making it Chapter 11 of the session laws. It took effect on June 18, 1999.
