It was introduced on January 6, 1999 and referred to the House Election Law committee. The committee held a public hearing on January 19, 1999. The committee held a work session on January 28, 1999. The majority of the committee recommended that the House pass it with changes unanimously, 15–0, and the report was placed on the consent calendar. On March 4, 1999 the House voted to pass it with changes. It crossed to the Senate on March 23, 1999 and was referred to the Senate Public Affairs committee. The committee held a public hearing on April 21, 1999. The committee recommended that the Senate pass it. On June 24, 1999 the Senate voted to pass it on a voice vote and ordered it to a third reading. On June 29, 1999 the House voted to agree to the other chamber's changes on a voice vote. The bill was enrolled on July 1, 1999 — the final check of the text before it goes to the governor. The governor signed it on July 9, 1999, making it Chapter 228 of the session laws. It took effect on July 9, 1999.
